The Association changed it's name from the 'Forum' Residents Association on 6th October 2008 It has the following Aims and Objectives:- a) to represent and promote the interests of the residents of Napsbury Park on matters concerning housing, the environment, and the social and community life of the area. b) to work in partnership with other agencies to achieve our aims. c) to uphold equal opportunities and work for good relations among members of the community. The Association supports no political party.. The association is democratic, open and managed by a Management Committee. Every member of the Association has an equal vote. Only one member per household has the right to vote at any meeting. This will inevitably take a month or two wherafter they will be sent to residents together with a statement of service charges paid and revised details of the charges that should have been levied. Some residents may find themselves in credit whilst others will have a balance to pay. There are still substantial monies service charges owed from last years accounts which will be collected once the accounts are up to date. 659 Bus service A copy of the new timetable can be downloaded from www.intalink.org.uk click on timetables and 'Area 3' The present route is unlikely to change as Beningfield Drive is not down for adoption and there are two sharp bends in the road which are difficult for buses to negotiate.. The first bus from Napsbury Park to St Albans now leaves at 6.59am arriving City Station at 7.14am and St Peters Street at 7.19am. The second will leave at 7.52am and raeches City Station at 8.18 Subsequent bus to St Albans run at 8.52 and every hour thereafter. Only the first two buses go to City Station and the final service to St Albans will be at 17.52pm. The first bus to London Colney Fields will leave at 7.40am to arrive at 7.47am. The second bus leaves at 8.40am and hourly thereafter with the last bus leaving at 18.45pm. HCC have been urged to make the second bus of the day leave 10 minutes earlier to help with school journeys around St Albans. This is STILL under consideration. The Saturday Service starts later and is again hourly. There is no service on Sundays or Public Holidays. Adoption of Roads Herts. Highways continue to work with Crest Nicholson over the adoption of our roads. The first road to be adopted is likely to be the first part of Goldring Way between the external roundabout and the main roundabout in the Park. Talks to agree road markings, traffic signs, removing the cross over and other remedial works have been agreed and work should commence this month (June). The adoption of the spine roads will follow but talks on these have not progressed to the same level of detail at present. When they do the design / operational problems of the junction of Goldring Way where it meets Siding Way will be investigated. An application has been received for the adoption of the road leading to the sports facilities and car park but that has been put on hold pending usage being assessed. Sadly with a 12 month maintenance period it seems that adoption may not take place until 2011/12. We have lobbied our Local Councillor in an effort to get this programme speeded up but have had no response to date . Earlier this year snow made our roads quite dangerous at times. Unfortunately Labyrinth do not have the equipment or budget to salt the roads. They tried to ascertain costs for hiring the service but this proved impossible as demand was so great elsewhere. We will continue to discuss this matter with our management company. Landscaping All areas have now been taken over with Crest having a few minor issues to resolve. Sports facilities Ownership of these facilities now rests with London Colney Parish Council. Shenley Cricket Club will operate the cricket pitch and London Colney Football Club with run the football pitchs. Both clubs have numerous sections for all ages. The Multi-Sports facility is open for use on a first come first use basis but a booking system may be introduced in due course. There has been a suggestion that a barrier should be erected to close Perum Way beyond Azalea Close to stop access to the sports facilities at night. Unfortunately Herts. Highways will not allow that to happen as Crest Nicholson as Landlords of Napsbury Park want the road adopted in due course as a public highway. Several residents have raised the problem of speeding cars and binge drinking etc and such nuisances should be referred to the Police as this stage as mentoned below. This matter has been raised with London Colney Parish Council who will take the matter up with the Police. NHS land to the North of Napsbury Park -opposite Rosemary Drive & Lovett Road This land was sold - as 'Residential Land'. It is understood the land fetched in excess of £250,000. However SADC have stresed that it is in the green belt where there is a presumption against inappropriate development. This most definitely includes residential development. The next 10-20 year Planning Review for the Government is being compiled and SADC suggest that this land should be held in reserve until at least 2026 for possible residential building. A further review will be made in the months ahead and a consultation document produced in November 2010.. NHS require Crest Nicholson to re-instate the missing fence on the land facing Rosemary drive and this will be completed in the Autumn. West Hall This building is now built out and occupied on short leases. The property will now share estate and Phase costs based on footage. Old Chapel This has now been demolished. Mr Rubinow, owner of the Tower, is to build 3 retail units and 14 flats above. You can read the full details under planning application number 5/2007/1706. SADC would prefer the new retail units to comprise a newsagents selling papers, bread, butter etc, a hairdressers and a GP Surgery but this is not laid down in tablets of stone! One unit is approx 3500 sq ft and the others around 550 sq ft each. A notice offering the retail units to let has been placed on the hoardings but no building work has commenced to date. A revised planning application 5/2008/2813 has been approved for 3 retail units and 14 one bedroom flats and 4 two bedroom flats. Parking to justify the increased density will utilise vistor spaces in the nearby Apartment blocks. Mr Rubinow is hopeful that development od the site will commence in September this year but much depends on the economic climate! Connolly House This is privately owned and an application approved to build a nursing home on the site of the former home. It is understood that due to the current economic situation work is likely to be delayed for the time being. It will be good eventually to see this eyesore removed and the surrounding area pleasantly laid out. Former Nurses Home This area is no longer designated for car parking for users of the sports facilities. However SADC require Crest to demolish the building and clear the area for open space. Crest has now sold this property to Mr Rubinow. Michael Rubinow has now changed his ideas concerning this property and will try to convince SADC that he be allowed to develop the site for say 12 town houses. If the initial soundings are favourable we will see a planning application forthcoming in due course. We would all like to see this untidy area of the Park sorted sooner rather than later. 2 - 4 Shenley Lane This property is now up for sale. Neighbourhood Watch / Vandalism, nuisance and similar matters Residents are urged to join NEIGHBOURHOOD WATCH and the OWL MESSAGING SERVICE operated by the Police. The former helps to cut the opportunites for crime and encourages neighbourliness and closer communities. Rail Freight Terminal The Planning Inspector is due to report any day! Hopefully a change of government may help to ensure that the scheme does not go ahead. LABYRINTH PROPERTIES - Purchase and Mortgages Countrywide Residential Lettings Ltd, parent company holds a restriction on the title on properties within Napsbury Park with the Land Registry. Basically this means that no purchase or re-mortgage of any property at Napsbury Park can be registered at the Land Registry without a certificate from Countrywide giving consent. Prior consent to any sale or mortgage is not required, merely a certificate to enable the transaction to be registered at the Land Registry. In practical terms, the purpose of the restriction is to provide a means of enforcing service charge collections from residents. Any time someone buys one of the properties or gets a new mortgage their Solicitor (or whoever is registering the charge) needs to send a formal notice to Labyrinth along with a notice fee (currently £85 + VAT) per notice. The Notice will contain a standard set of information: name of property owner, address of property, title number, and name of mortgagee (i.e. company granting the loan). Assuming this information is forthcoming the certificate can usually be issued within a few days. The only holdups normally encountered relate to missing information or no fee enclosed. If there are service charge arrears these need to be settled before consent can be given.
